LEADERS: The Combined Strategy Game is a strategic board game set in an alternative Cold War scenario. The objective of the game is to be the first player to complete all the objectives of their secret missions and achieve dominance by skillfully combining military, diplomatic, and economic strategies.
Game Components
- A game board
- Player Cards: Covering various aspects such as diplomacy, technology, economy, and military.
- Military Units: Miniatures for soldiers, tanks, aircraft, and ships.
- Resource Markers: Money, oil, and other resources.
- Dice: For conducting actions and battles.
- Secret Mission Cards: Determine individual victory conditions.
Game Setup
- Each player selects a nation to control and receives the corresponding components.
- Each player draws two secret mission cards and keeps one.
- Resource markers are distributed among the players based on their starting nations.
- The game board is set up by positioning troops and bases according to starting conditions.
Gameplay
The game proceeds in rounds, each divided into several phases:
1. Diplomacy Phase
- Negotiations: Players can form or break alliances and negotiate deals with other players.
- Diplomacy Cards: Played to influence other players or provide protection.
2. Economic Phase
- Trade: Players can exchange resources or invest in the market.
- Production: Resources and money are collected, and military units or technologies can be produced.
3. Military Phase
- Move and Attack: Troop movement and attacking enemy units or territories take place here.
- Combat: Dice are used to simulate troop strength and strategic advantages.

4. Intelligence Phase
- Espionage Actions: Players can gather information about opponents or carry out sabotage actions.
- Technology Cards: These can be used to improve the abilities of a player's nation.
5. Cleanup Phase
- All temporary effects are reset, and players prepare for the next round.
Winning Conditions
- A player wins the game by being the first to achieve all objectives on their secret mission card.
- Alternatively, players can win through dominance in various categories, such as the number of controlled territories, technological advancements, or economic power.
