Imperial is a strategic board game where players aim to become the wealthiest investor by influencing and directing the actions of European Great Powers. Players act as international financiers, investing in countries to control their actions and reap profits.
Game Setup
- The game board displays a map of Europe divided into various countries.
- There are six Great Powers: Austria-Hungary, Italy, Russia, France, Britain, and Germany.
- Each player receives starting capital in the form of money bills.
- Actions are conducted around an action wheel, which allows specific actions depending on the country in control.

Preparation
- Each player receives their starting capital.
- Bonds representing shares in the Great Powers' economies are shuffled and distributed.
- Great Powers start with a certain number of units and initial positions on the board.
Gameplay
- Investment Phase: Players purchase bonds to gain influence over Great Powers.
- Action Phase: The player controlling a Great Power chooses from the following actions:
- Invest: Purchase bonds.
- Production: Build new armies or fleets.
- Maneuver: Move troops.
- War: Engage in combat with enemy armies.
- Import: Bring additional units into the game.
- Taxation: Collect money based on occupied territories and cities.
Investments
- Investments determine control over a Great Power.
- The player with the most bonds of a specific Great Power controls its actions.
Military and Conflicts
- Troops can be moved to adjacent regions.
- Conflicts are resolved by comparing troop strengths; the stronger force wins the battle.
Winning Conditions
- The game ends when a player reaches 25 million in capital or "Switzerland" is occupied.
- The winner is the player with the most capital.
